Bulgaria plans higher online gambling fees and an outdoor advertising ban
Bulgaria’s Prime Minister Rumen Radev announced on 25 September 2026 a bill that would raise the variable fee on online gambling licences, introduce a monthly minimum and ban most outdoor gambling advertising. Public consultation runs until 23 October 2026, according to Yogonet.
Key points
- Variable online licence fee rises from 20% to 21% in 2027 and 22% from 2028
- A minimum monthly variable fee of €100,000 is introduced
- Outdoor advertising banned: billboards, posters, illuminated signs and window displays
- Foreign operators must register their financial activity locally
Fees
Under the proposal, the variable fee paid by online operators rises from 20% to 21% in 2027 and to 22% from 2028, and a minimum monthly variable fee is introduced. Smaller operators feel a fixed minimum most.
Advertising
Billboards, posters, illuminated or flashing signs and promotional window displays would be banned. Logos would remain allowed only on sports club jerseys and in sports halls. Opposition leader Assen Vassilev warned, according to Focus Gaming News, that look-alike brands could be used to get around the rules.
Tax and AML
Foreign operators would have to register their financial activity in Bulgaria for tax purposes, and anti-money-laundering and tax-evasion enforcement would be tightened. Yogonet notes that Radev’s party holds a majority, which makes passage likely.
What it means
Higher fees and a monthly minimum squeeze margins and favour larger operators. For operators that stay, efficiency in the stack matters more: one integration for content and one wallet keep operating costs predictable. The IGP casino API covers 150+ providers through a single connection.
