Offline on 6 October
Every licensed betting and casino site and app must be offline. Players could withdraw until 5 October, 23:59.
120 days in Congress
Congress must confirm or reject the measure within 120 days, or it lapses.
The region stays open
Peru, Colombia, Mexico and the Argentine provinces did not change on 25 September.
What Medida Provisória 1.394 does
The measure prohibits the operation, offering, intermediation and advertising of fixed-odds betting and online casino games in Brazil, in physical and virtual environments. Traditional lottery formats that hold their own legal authorisation are not affected.
It ends the regulated market that opened on 1 January 2025 under Law 14,790/2023. Brazil had issued 85 authorisations, and because one authorisation could carry more than one brand, close to 200 authorised websites were live. The measure states that ending those authorisations creates no right to compensation.
