How the Brazilian market works

Regulator & law

Online betting and casino are regulated federally by the SPA, under the Ministry of Finance, via the SIGAP portal, under Law 14,790/2023. Licences are applied for through SIGAP and operators must use the official .bet.br domain.

Licence & entity

A federal licence costs BRL 30 million for five years and covers up to three brands. Operators must be incorporated in Brazil (with local ownership requirements); foreign companies cannot license directly.

Tax & payments

Operators pay 12% of GGR (with a planned increase toward 18%) plus standard corporate taxes; player winnings above a threshold are taxed at 15%. Pix, TED and debit/prepaid cards are permitted — credit cards and crypto are prohibited.

Compliance

Mandatory KYC with facial biometrics (CPF), AML monitoring with COAF reporting, ISO 27001-grade security, responsible-gambling tools and self-exclusion. Land-based casinos remain prohibited; online casino and sports betting are permitted.
