How the Philippine market works

Regulator

PAGCOR (Philippine Amusement and Gaming Corporation), under PD 1869, is the national regulator, now separating its regulatory and commercial arms. Domestic online operates under the PIGO (Philippine Inland Gaming Operator) and e-Games frameworks; the BSP oversees payment accounts.

Offshore is banned

POGOs were abolished by Executive Order 74 (2024) and permanently prohibited by the Anti-POGO Act (RA 12312, 2025), which also bars B2B suppliers from serving offshore operators. The compliant route is domestic-facing only.

Entity, ownership & compliance

Operators must be locally incorporated, with foreign equity capped at roughly 40% (majority Filipino-owned), and meet minimum capitalisation and bonding requirements. Mandatory KYC (identity checks before deposit), responsible-gambling tools, and tightened advertising rules apply.
