New Zealand auctions its first online casino licences: what happens next

On 29 September 2026 New Zealand’s Department of Internal Affairs (DIA) ran the auction for up to 15 online casino licences, the first under the new online casino regime. The DIA says it will not share who took part or how many bids came in. Licence applications open in October, and from 1 December 2026 offshore sites without a pending application must stop serving New Zealand players.

The timetable

  • 29 September 2026 — licence auction held
  • October 2026 — licence applications open
  • 1 December 2026 — providers without a pending application must stop operating in New Zealand
  • 2027 — the regulated market is fully operational

What was auctioned

Up to 15 licences are available. According to iGaming Expert, each platform or brand needs its own licence, so a group running several brands needs several licences.

The DIA caps concentration: no one can be granted more than three licences in this process. A licence runs for up to three years, with one renewal of up to five years.

What winning bidders still have to file

Winning the auction is not the licence. iGaming Expert reports that successful bidders must still submit an application with a business plan, an advertising and marketing strategy, a consumer protection strategy, a harm prevention and minimisation strategy and a compliance strategy, plus a sign-posting template showing how each one meets the rules.

That work runs through October and November, against a hard stop on 1 December for anyone without an application in the system.

Certification is the shortcut

The detail that matters most for content: iGaming Expert reports that games and random number generators already tested and certified for the UK or Ontario will not need to be re-tested for New Zealand. Everything else needs external testing against the local rules.

In practice, the fastest launch list is the part of your catalogue that already carries UK or Ontario certification. A casino API that tags every game with the markets it is certified for lets you filter to that list on day one instead of checking studio by studio.

What it means for operators

With at most 15 licences and roughly two months between the auction and the December cut-off, the licence holders will need their platform, payments and game catalogue ready while the paperwork is still being assessed. Studio-by-studio direct integrations do not fit that timetable; one integration with a pre-filtered, certified catalogue does.
