Massachusetts lawmaker readies a 2027 online casino bill aimed at the offshore market

State Representative David Muradian plans to bring back legislation to legalise online casinos in Massachusetts in 2027, after his 2026 bill was sent to a study order, Covers reported on 25 September. The proposal would let the state’s existing casino licensees run online casinos, each with up to three brands, taxed at 15% of adjusted gross gaming revenue.

The proposal in brief

  • Existing Massachusetts casino licensees could offer online casino games
  • Up to three separately branded platforms per licensee
  • 15% tax on adjusted gross gaming revenue
  • Players 21+ and physically in Massachusetts; online sweepstakes games prohibited
  • The Massachusetts Gaming Commission would license and enforce

The offshore argument

Muradian frames the bill around players who already gamble online without protection. “It’s just unregulated,” he told Covers of the casino-style gaming already available to Massachusetts residents.

The proposal pairs legalisation with age and location checks, self-exclusion and advertising limits aimed at protecting minors.

What slowed it down

The 2026 bill stalled in a study order, with lawmakers wanting to see how the state’s recently launched online lottery performs first. Elsewhere, Virginia’s House and Senate each passed iGaming measures in 2026 but did not reconcile them before the session ended.

What it means for suppliers

US online casino grows state by state, and each state certifies its own content. A new state means a new approved game list, not a copy of the last one. A casino API integration that carries each game’s certified markets and enforces them at launch lets an operator add a state without rebuilding the catalogue.

The sweepstakes ban is the other signal. Operators relying on the model should watch which states add similar language; see our sweepstakes game aggregator page for how that content is handled today.

State by state, one integration

150+ providers and 18,000+ games through one casino API, with each game’s certified markets enforced at launch.
